Morocco–Spain–Portugal: The 2030 FIFA World Cup as a driver of an unprecedented economic partnership

In Rabat city, preparations for the 2030 FIFA World Cup are already translating into a tripartite economic dynamic between Morocco, Spain, and Portugal, with public and private stakeholders outlining the contours of a legacy set to extend far beyond the sporting arena.
At the Mohammed VI Football Complex—now a showcase of Morocco’s sporting and institutional development—the Morocco–Spain–Portugal Business Forum dedicated to preparations for the 2030 World Cup was held on Tuesday, February 10, 2025.

This economic gathering goes well beyond the sporting dimension, positioning itself within a framework of strategic cooperation among the three host countries of this historic edition, organized across two continents.
Co-organized by the General Confederation of Moroccan Enterprises (CGEM), the Spanish Confederation of Business Organizations (CEOE), and the Portuguese Business Confederation (CIP), the forum brought together public decision-makers, business leaders, and economic representatives from Morocco, Spain, and Portugal, in the presence of the Spanish Ambassador to Morocco, Mr. Enrique Ojeda Vila, and the Chargé d’Affaires of the Portuguese Embassy in Rabat, Mr. Nuno Gabriel Cabral.
From the opening session, emphasis was placed on the unprecedented nature of this World Cup, which will see, for the first time, three neighboring countries—linked by history and geography—coordinate their efforts to host more than 100 matches, within a framework of continuous mobility across the host cities and territories.
This organizational reality, which requires a high level of harmonization in infrastructure, transport, logistics, and security, was presented as an exceptional opportunity to structure long-term and sustainable economic partnerships.

Speaking at the forum, Mr. Fouzi Lekjaa, President of the Royal Moroccan Football Federation (FRMF) and Minister Delegate to the Minister of Economy and Finance in charge of the Budget, highlighted the strategic significance of the venue hosting the event, stating:
“This complex reflects the enlightened vision of His Majesty the King for the development of sport in general, as well as for designing and monitoring a development model for Moroccan youth, and indeed for youth at the continental and global levels.”
He recalled that the complex hosts a permanent FIFA office and has become a central hub for football development serving youth worldwide.
Mr. Lekjaa also praised the recent success of the Africa Cup of Nations organized in Morocco a few weeks earlier, noting that “everything was done, built, and organized by Moroccan companies and Moroccan professionals,” and describing the tournament as a major milestone on the path toward hosting the 2030 World Cup.
The Minister stressed the historical dimension of this edition, which will mark the centenary of the first World Cup held in 1930, recalling that “this will be the first World Cup ever organized across the African and European continents.”

According to him, the geographical proximity and the long-standing civilization, cultural, and economic ties between Morocco, Spain, and Portugal constitute a decisive asset for the success of this event.
He also emphasized the organizational complexity linked to the mobility of national teams across several cities and countries, explaining that “a national team may play its first match in Madrid, the second in Marrakech, and the third in Lisbon,” which requires exemplary coordination in logistics, transport, security, and infrastructure.
This reality, he stressed, calls for permanent complementarity among the three countries to ensure organizational consistency.
For his part, CGEM President Chakib Alj underscored the strategic importance of the forum, stating that “this highly anticipated event brings together companies and decision-makers from our three countries around a clear and shared ambition: to invest together, innovate together, and create value together.” He recalled that the World Cup must be viewed as a lever for growth, social cohesion, and sustainable development well beyond the sporting deadline.
Mr. Alj noted that the current international context—marked by the restructuring of global value chains—makes regional economic convergence indispensable, asserting that “moving forward alone is no longer an option.”
He recalled Spain’s experience, which underwent profound transformation through major sporting events such as the 1982 World Cup and the 1992 Barcelona Olympic Games, both of which acted as catalysts for modernization and international repositioning.
Regarding Morocco’s preparations, he detailed several structuring projects, stating that “the capacity of six major airports will be doubled, the highway network will be expanded by nearly 30%, and the high-speed rail line connecting Kenitra to Marrakech will become operational.”
He also mentioned strategic logistics projects such as Nador West Med and the Atlantic Port.
The CGEM President recalled that the 2025 Africa Cup of Nations served as a full-scale rehearsal, noting that “AFCON generated direct economic returns estimated at over €2 billion, against approximately €1 billion in investment in sports infrastructure,” and that “more than 60,000 direct and indirect jobs were created.”
He highlighted that over 3,000 Moroccan companies were mobilized and that thousands of young people benefited from training programs that sustainably enhanced their employability.
Finally, Mr. Chakib Alj emphasized cooperation opportunities in infrastructure, tourism, technology, health, and training, affirming that “the 2030 World Cup offers us a unique opportunity to materialize rich and diverse partnerships,” and reaffirmed CGEM’s determination to facilitate bridges between economic operators in the three countries.

Dixon Okello acquires high level sport safety & security specialist certification

Uganda’s top-notch safety and security stadium expert Dixon Adol “Bond” Okello continues to drastically ascend the horizon.
Okello, a FIFA and CAF certified stadium safety and security officer has now acquired the Sport Safety and Security Specialist certification.
This was acquired organized by the United Nations Institute For Training and Research (UNITR), International Centre For Sport Security (ICSS), Confederation of African Football (CAF) and CIFAL Malaga.
Okello is overwhelmed for having attained such a certification which makes him the 7th African with such a qualification.
“I am humbled for the latest achievement attained. Special appreciation to all who have been supportive to me. I say No Fitina.” Okello who has officiated at high profile FIFA and CAF tournaments remarked.

The Sport safety and security specialist course was very detailed with an advanced education programme.
It entailed rich modules as sport safety and security fundamentals, sport safety and security planning, major sporting event safety and security, threat and risk assessments, pandemic safety and security planning, physical safety and security mitigation measures, technical safety and security mitigation measures, operational safety and security mitigation measures, incident response and crisis management, command and control, crowd management, venue safe capacity as well as sport for sustainable development in safety and security.
Back in his native country Uganda, Okello has organized a number of domestic workshops to train stadium stewards as he freely passes on the skills acquired to the rest of the people.

Kawempe, She Corporate win to keep title race tight

Kawempe Muslim and She Corporate are in a class of their own, with the two teams leading the race in the FUFA Women Super League, seven points ahead of the next team, Kampala Queens.
On Saturday, both Kawempe and She Corporate secured wins with the former overcoming Uganda Martyrs 3-0 at home while the latter earned a hard-fought 1-0 win on the road.
Kawempe cruised past Uganda Martyrs, winning 3-0 thanks to goals from Asia Nakibuuka, Krusum Namutebi and captain Agnes Nabukenya.
On the other hand, new signing Sumaya Komuntale got the lone goal in the 85th minute as She Corporate edged Amus College.
The two teams are level on 32 points but Kawempe Muslim occupy top spot due to a better head-to-head.
Kawempe will return to action on Sunday next week with a trip to Luzira to face She Maroons, while She Corporate will be at home to Lady Doves at FUFA Technical Centre, Njeru.
In the other games played on Saturday, Lady Doves edged Maroons 1-0, Rines defeated Olila High School 4-1, while St. Noa overcame Makere University 3-2.

Charles Lobitaña’s composure amid FEU chase in UAAP Final
Football is a game of fine margins, and for University of the Philippines defender Charles Lobitaña, the UAAP Season 88 Collegiate Men’s Football Tournament final was nothing short of a roller coaster.
The road to UP’s second title in three seasons was far from easy for Lobitaña.
In the waning seconds of the first half, a poor clearance from him allowed Far Eastern University midfielder Karl Absalon to strike in the 45+2nd minute, giving the Tamaraws a 1–0 lead and leaving the Fighting Maroons trailing at halftime.
Determined to make up for his early mistake, Lobitaña spent much of the match searching for a way to help his team.
His moment arrived in the 90+9th minute when UP was awarded a penalty after Tacardon drew a foul from FEU’s Francis Sambaan.
With the weight of the championship on his shoulders, Lobitaña calmly stepped up and converted the equalizer past Tamaraws goalkeeper Mon Diansuy, swinging momentum back to the Fighting Maroons.
“Yung nasa isip ko nung napasok ko yung goal — pag napasok ko yun, then tuloy-tuloy na at champion kami,” Lobitaña reflected on that game-changing moment.
His instinct proved correct. In extra time, Ramil Bation III scored the winning goal in the 104th minute, sealing a 2–1 victory and reclaiming the crown UP last held in Season 86.
After over 120 minutes of intense play, the Fighting Maroons captain stood in front of everyone not just as a two-time UAAP champion, but as the competition’s Best Defender as well as Co-Most Valuable Player alongside fellow UP senior Tacardon.
For Lobitaña, individual accolades were secondary to the team’s triumph.
“Ewan ko kung ano ma-fe-feel ko, pero yung mga awards, ano lang yan eh, bonus na lang sa amin yan,” he admitted. “Ang goal talaga namin is mag-champion at ma-reclaim yung crown namin. Nagawa namin and lahat kami, we’re so happy.”
Hailing from Bukidnon, Lobitaña’s victory was a celebration of his roots and the support system that carried him through the grueling Season 88 campaign. As he held the MVP and championship trophies, his thoughts went immediately to those who cheered him on from afar.
“Siguro sa lahat ng sumusuporta sa UP community, sa mga family ko, sa friends ko sa Bukidnon, sa lahat ng teams ko — para sa kanila ’to lahat,” he said.
While many veterans might see a championship and MVP award as the perfect time to bow out, Lobitaña signaled that his journey with the Fighting Maroons is far from over. With one year of eligibility remaining, the defender is already focusing on defending the title in Season 89.
“Mag-isang taon pa ako kaya gagamitin ko to,” Lobitaña concluded, confirming he will return for a final tour.
